New evidence received by the Madison County Public Corruption Task Force non-profit on October 1, 2024, reveals that Detective Brian Koberna agreed, as a condition of usage, to have his electronic communications monitored as early as 2012— 6 years before the 2018 raid, which was supposedly about monitoring electronic communications. In reality, the raid was a cover-up for the Democrats' misuse of the systems by attempting to criminalize the monitoring and spy on Republicans. Ironically, they sought to criminalize a policy originally established under their own administration, but only after a Republican took over the county leadership.

Friday July 7, 2017	11:46 AM	▶️		Kane FOIA		"Any and all records or electronic communications sent by Stephanee Smith (sjsmith@co.madison.il.us) to any employee(s) of the Madison County State's Attorney's Office, between the dates February 1, 2012 to April 12, 2012, containing or regarding an invitation to a fundraiser for Senator William Haine (a/k/a Bill Haine)" Andrew Kane, a former State’s Attorney employee under Mudge, was terminated by Gibbons, Mudge's successor, for supposedly misusing county resources by using his work email to inquire about a car he wanted to purchase. In reality, Kane was fired for pulling a Republican ballot in the 2016 general primary, which infuriated Gibbons. Angry that Kane didn’t support him, Gibbons used the email as a pretext for the termination. Kane, who later filed and won a wrongful termination lawsuit, sought to prove that he was unfairly singled out for a minor, non-violating infraction under the county’s electronic communications policy, while widespread criminal campaigning abuses were conveniently ignored by the good ol' boys club—AKA the Edwardsville Township Democrats—who treated the State's Attorney's Office as their de facto headquarters.

In his Request for Review, Mr. Kane disputes the State's Attorney's Office response and further alleges that its response was untimely."

I don't want damaging personally or otherwise." Nihiser advised that he heard Ogden acknowledge Cooper. Contained in the Techl backups under a subdirectory labeled Information Technology is a directory of backup files or backup disk images as it relates to hp-dorman arc_ 18071719502154, which is consistent of belonging to Robert Dorman. xxxxxx "Donahey's warrant allwed Koberna to spy on the Republican adminstration and hack the Madison County network, giving him root access to to every computer on it. His resulting evidence includes the names and ip adresses of the computers the targets used, the files and and the backups. All the evidence. "On February 27th, 2018, I was contacted by Huntley via my cell phone. He indicated that Dorman inquired about the hard drive that was seized by us. I informed him to tell Dorman that police had intercepted the hard drive prior to it being shipped off to Dell."

IT department employee Chris Bethel is the person the pulled the emails that Cynthia Ellis provided to Andrew Kane. Gibbons explained the FOIA policy and how it is adhered to. County Treasurer Chris Slusser informed Gibbons of specific instances of wrongdoing by the current county administration. County Administrator Doug Hulme told Slusser that Doug Hulme and the county IT department were in possession of emails of a judge that could be politically embarrassing. Gibbons had Slusser testify before the grand jury for the purpose of getting Slusser under oath before Gibbons engaging in an investigation".XXXXX.

So when, when he was sworn, under oath in front of the grand jury and he provided this testimony, at that point in time, I believed I had sufficient evidence, to move forward on and, and really engage an investigation."Chris Slusser's testimony, based on his own fabricated rumors, along with Lisa Ciampoli's lies, were the only "evidence" Tom Gibbons had for the grand jury, which is why his "task farce" ultimately failed.
Monday January 8 2018	3:54-5:56 PM	▶️	Lead 12	Interview Chris Slusser Report	Janis Krug	"He was not elected to the position in the general election but was appointed by the County Board to complete the remainder of the term that Kurt Prenzler was elected to serve...Sometime last year, he was in Hulme's office alone with Hulme when Hulme made a statement about having evidence of Circuit Judge William Mudge campaigning while on the county time which is a violation of Illinois law. When asked by Slusser what the evidence was, Hulme stated that he possessed emails. Slusser asked how Hulme got the emails and Hulme stated that they have access to everyone's emails. Hulme claimed that they had enough evidence to make the Judge Mudge resign. Hulme also stated that they had read Jennifer Mudge's (William Mudge's wife who is also an Assistant State's Attorney) emails and had evidence of her electioneering. Hulme advised that they did keyword searches and looked through the emails. When asked who Hulme was referring to when he replied that "they" had the emails, Slusser advised that Hulme never directly stated the name but he believes the other party to be Robert Dorman."He believes Dorman is the other person, and the detectives think that’s good enough, even though it is categorically untrue.

This has been a problem for a long time. We had a solution that was working. By benchmarking other counties and we we block them whenever they go out. They go into a quarantine, they don't get blocked, they get quarantined. And that solution has worked for for a while. But we had one for the sheriff, from the sheriff's department that went out after hours. And so it was quarantined until the next morning whenever it was discovered. Normally they had false positives and they were just released when they go through. But this one was, was after hours, so it wasn't caught time. So what we're looking at doing is, hey, we're going to instead of quarantining them, block them so that they bounce back with an error message telling them that this email has been blocked and why. And then long term, within a month, hopefully we're going to migrate them to office 365 or start the process so that we can separate them from our email server and our spam filter, which does the blocking.Sheriff Deputy Eric Decker had applied for a grant at the last minute after hours, and they went beserk because it didn't go through until th enext morning after the deadline. Tuesday January 9, 2018	4:18 PM	▶️	Lead 17	Warrant 18MR500118	Koberna Judge Neil Schroeder	On January 4t11, 2018, notification was made from the State's Attorney's Office regarding possible illegal activity including violations of 720 ILCS 5/17-51 Computer Tampering, 720 ILCS 5/33-1 Bribery, 720 ILCS 5/14 Violation of Article 14:Eavesdropping Statue and 720 ILCS 5/33-3 Official Misconduct. Specifically, I was informed that two individuals identified as Lisa Ciampoli and Chris Slusser provided Grand Jury testimony relating to the aforementioned charges. Both individuals are elected officials and associated to the Republican Party. 4. Lisa Ciampoli provided information sunounding improper activity when she filed petitions for precinct committee person while at the front desk of the Madison County Clerk's Office. She indicated that within approximately twenty seconds after she mTived at the counter, an individual by the name of Robe1t Dorman confronted her and interfered with her filing of the petition. She provided details that Dorman's father was also running for the same position against her that she was filing paperwork for. Robe1t Dorman is employed as the Madison County Infomrntion Technology (IT) director and was appointed by the Chai1man of the County Board, Kurt Prenzler sometime around December 2016. During her encounter with Dom1an, Dorman tried to swipe the paperwork out of the clerk's hands. This info1mation was corroborated by video surveillance footage from Madison County cameras. In addition, she was suspicious about how Do1man knew she was filing the paperwork at the time and believed he was monitoring her whereabouts on Madison County cameras during working hours within the administration building. A subsequent FOIA (Freedom oflnformation Act) request was filed by Dorrnan's father for this video footage. Lisa Ciampoli is an elected official serves as a Madison County Board member." "Setting aside the fact that Ciampoli and Koberna are lying, wouldn't snatching something be considered theft? In this case, since it involves candidate petitions, wouldn't it also be election interference—and, given that it was a Presidential election, Federal election interference? How is "attempting to snatch" even remotely comparable to violations of 720 ILCS 5/17-51 (Computer Tampering), 720 ILCS 5/33-1 (Bribery), 720 ILCS 5/14 (Eavesdropping Statute), and 720 ILCS 5/33-3 (Official Misconduct)?

In order to do an eavesdrop, the officer needs to be trained and certified as an Electronic Criminal Surveillance Officer (ECSO) by the Illinois State Police.
